The the Ukrainian military was not quite the basket case he thought it was. The yoyos with the Buk didn't help matters. Because that spooked the Europeans into actually doing something.

I hate to say it given how many people died in the crash but the Buk screw up pretty much saved the day. Its too bad.........Putin is an ambitious asshole; the EUROs knew it but hoped that things would get better on their own. It reminded me of something I recently read somewhere [probably SI] about how in 1820, MO was let into the Union as a slave state. I don't remember all the details but its admission was intended to keep the peace with the South. I am sure the pols of the time were hoping that things would resolve themselves without having to take any more serious steps. I suspect the Euros were hoping the same thing. It never seems to work that way.
