If the man doesn't use a condom, won't the "topicals" also be
absorbed somewhat into the *partner's* general circulation?

And, since tubal ligation is a common birth control practice
among 40+ year-old men, they (and their partners) may not
be very eager to use a cream/ointment under a condom.
