He did more than that. But even that would be enough. It was determined in 1917 that was illegal and an impeachable offense.

The head of the PIU is not under the authority of the governor. So he has no right to force her to do anything. The fact that the PIU is investigating Perry and associates over CPRIT makes it even worse. It is abuse of power, pure and simple.
