The demographics in Ferguson have turned upside-down since 1990. I've read that their police department is mostly white although I don't have any numbers, but it would improve police relations with the community if it had a similar racial composition.

I think that might improve the statistical optic but I heard an interview with a black resident yesterday who complained that the 3 black officers on the force were more racist than their white counterparts. Now, I'd caution that we as a society often treat symptoms rather than real causes. When one takes on a victim mentality, the fault always lies with someone else. Overall, the police may have an image problem as well and probably could do more to make the community feel they have their best interests at heart. In reality, the local community is their client but like most government entities doesn't necessarily act that way. In reality, I'd guess there are many things that could be done to improve the situation
