I think that's exactly what's going on. In our inner cities, there's a bunch of young men who grow up admiring thug culture, they listen to music about it, they think it's cool and they aspire to be thugs and gangsters. And every day one or more of them get killed. I read 200 so far this year just in Chicago.

I think Holder has people monitoring news reports in election years looking for the rare event of a young black guy killed by a white authority figure. The right case will be a defendant as young as possible, not armed. Then send in the PR people and lawyers to paint the shooting victim as an angel and accuse the shooter of racism. Facts be damned. The more blacks they can get in the streets, they figure the more will go out to vote in the next election.
