Whether the box of cigars was what made them match the description or the clothes, I have no idea. But there were two confrontations a short time apart, and apparently the radio call went out between them. It does seem to me that there is considerable evidence to suggest there was a "tussle" at the window of the car. This is not a good position for a lone cop to be in as he could easily lose control of the situation. So, I wouldn't be shocked if the cop came somewhat more aggressive than he would be while riding down the street in the safety of his car.
