My understanding is that the initial confrontation was the fact [undisputed] that they were walking down the middle of the street. The officer indicated they were blocking traffic and should move to the sidewalk, which they apparently refused to do. As the cop was driving off he became aware of the robbery, thought they looked matched the description, and the cop went back to confront them.

Whether the box of cigars was what made them match the description or the clothes, I have no idea. But there were two confrontations a short time apart, and apparently the radio call went out between them.

It does seem to me that there is considerable evidence to suggest there was a "tussle" at the window of the car. This is not a good position for a lone cop to be in as he could easily lose control of the situation. So, I wouldn't be shocked if the cop came somewhat more aggressive than he would be while riding down the street in the safety of his car.
