I see the ballot box as a way to fix 70% black Ferguson. Elect a black mayor, fire the Chief of Police and the entire white police force and replace them with a representative force. Let white officers re-apply if they can demonstrate they aren't racists.

Because, this IS mind-boggling, and there's no reason for it in a democracy. Ferguson is a preview for the new majority minority America.
