No, but some people are.

There's more than one reason. Some are less awful than others, but none are benign. The biggest reason it's happening here is because Bloomberg gave huge tax breaks to developers to build upscale housing in the neighborhood. Meanwhile, not a thing has been done to improve the "projects" in probably 50 years.
