The other solution is to actively discourage people with money from moving to San Francisco, i.e. become another Detroit.

I think this is a demographic bubble that will work its way out in ten years or less. The mobs wanting to move in now are all in their twenties. When they decide to settle down most will self deport to the suburbs.

30 years ago when I moved here and worked in the Valley the last place I wanted to live was the city. We had one guy in our office that lived in the city because he was a New Yorker and couldn't stand the thought of living in the Valley. Otherwise everyone lived either nearby or the Central Valley. I almost didn't move here then because of the cost of living and am certain I wouldn't now for that reason. How these kids priorities are so different I guess I'll never understand.
