I live in Salt Lake City. Not many gang problems here. Here, if a cop shoots an unarmed person, there will be serious investigation. There's one going on right now, for a cop shooting an armed person.

As I've said, I've personally known and worked next to several serving Austin, Tx. city cops, in their after-work hotel security gig. Some were fine. Two were assholes who bragged about killing people and the fact that they could do that, and because of their job, face absolutely no conseqences.
