Providing a strategy isn't hard 2MARS. You start with a statement that includes a problem definition and/or a purpose.
Then you list the resources at your disposal to deal with the problem. After that you propose alternatives that can be used to address the problem. Then you make a decision and pick one. Finally you test it out and make adjustments and modifications according to circumstance.

Any of us could venture one of those strategies but that isn't our job. Those of us not retired have jobs where we have to make decisions every day... and the "I don't have a strategy yet," answer to what we are going to do would result in job termination.

I'm not sayingthere wouldn't be unpleasant blow back to any decision he made but that is his job. Jjudges and jurors have to make difficult decisions, we don't let them off; so does just about every person in the performance of an important duty. Why do you give the President a pass?
