Yesterday you asked about per pupil spending in Arkansas, and I didn't get back to you until now.
I think Arkansas falls pretty much in the middle of the ranking, but I don't pay much attention to that because the education costs here per pupil aren't as high as CA or NJ. It costs considerably less here to build and maintain a school or pay salaries and pensions. So I figure it all pretty much washes out.

As for CA hitting the bottom in terms of performance, I have been assuming it had more to do with your sizeable Hispanic school population and less to do with per pupil spending? Although more money could certainly pay for more English language prep for those kids which would help close the achievements gap I would think.

In terms of per pupil spending relative to performance, a good state to look at is Utah. The lowest in per pupil spending but near the top each year in national performance. Part of that is the cultural work ethic.. Part is a good use of resources, for ex. year round schooling. And, sadly, part is a fairly homogenous culture with low minority representation.

No easy answers for problems with public school performances in this country. I, for one, though don't like that teachers take the brunt of the criticism.
