I've heard the term "dumb walking" used for people who are not watching where they are going while staring at a phone screen. Lots of people have died walking into traffic.
People tend to accept the level of distraction they're comfortable with, regardless of what form it takes. Eliminate one form and they'll replace it with another. Ban radios and they'll talk on their phones more. Ban talking on phones and they'll text. Ban text and they'll find something else. Turns out that when it comes to cars, it turns out that conversation with a passenger is just as distracting/dangerous as conversation over bluetooth with someone not in the car. What's next, requiring muzzles?
