My concern would be: a bunch of foreigners buy houses, few of them renovate (foregoing 5K is not a big deal), even fewer live there any amount of time. So in couple years you're back to the current situation with overhang of houses that nobody wants.

Unless there is more to the plan in terms of infrastructure, attracting people there, etc, I'm not sure it's gonna fly.

If I had time, I'd go there to look around. I kinda liked Sicily when I visited there - some love/hate relationship as with the rest of Italy, but overall I liked it. Sadly no time though. :/

Melbourne winter is Euro summer, which might be quite hot inland Sicily...
