It depends on what the plan is, and your overall posture. But, (i) these are not very developed economies, and it is not unreasonable to expect that something like SEA will happen there in not too distant future (has not happened yet). At that time one could try to evaluate the situation and see if it's time to start buying.
(ii) US$ is going up, still, so any foreign assets will have to do great or better to be worthwhile.
(iii) They are not cheap on an absolute scale.
