Of course. One of the worst things about Medicare is government can cut spending by just saying, "Hey, we're paying less for a doctor visit or a hospital stay. Deal with it."

And how is it dealt with? By dumping the cost on insurance companies who then dump the cost on those of us who pay our own ways.
