CJ, chlorine counts as chemical weaponry, especially when its delivered using barrel bombs into residential areas.

Thank you Captain Obvious. Although I dunno why you single out barrel bombs, but chlorine is a chemical weapon, albeit one that is not covered under the Chemical Weapons Convention. Which Assad had signed. Translation: Assad, like the good authoritarian he is, thinks he found a loophole.
