The U.S. called the killing of "millions" in concentration camps a "criminal" act also. A criminal act can be prosecuted. I'm pretty sure the other side feels that those bombs we drop on them are terrorizing!!! I'm sure that :shock and awe" was terrorizing to the Iraqis. I'm sure when Sherman burned Atlanta is was terrorizing. But label it criminal....then you can be held accountable in international law....it's a brilliant move by Obama.
