Yes, he was. And a few years ago, he came out with criticism of Reagan economic policy (the policy he actually was involved in at the time) claiming that it was good then and bad now. Which doesn't make a lot of sense, but the Left loved it. In fact, he's become something of a hero to the Left for bashing Reaganonomics, the same policy he supported for two decades.

He flipped because he was out of a job and saw himself as a writer on the subject of economics. And now he is relegated to infrequent appearances on little known liberal talk programs. He became a Keynesian, which pretty much tells the story, since Keynesian is a failed concept that has NEVER, EVER worked. Even a little; every time it has been tried -- including the most recent application in the United States, has been a total failure. And that's his idea of economic policy.

He is an idiot. And he was during the Reagan & Bush 41 admins, as well.
