Go read the document. He believe AQ was on the wane because its leadership had been destroyed -- mostly by Bush, but Obama had (to his credit) kept the Bush policy rolling his first several months in office. He believed that AQ had lost credibility among its followers. And, of course, he was stuck in that "compound" flipping channels.

Bush couldn't find him. The information that led to bin Laden's death was a result of intelligence acquired during the Bush administration. But the guy was well hidden and no one was talking. We know, with certainty, that information developed during the Bush years was crucial in finding him.

I think it is a really silly criticism of Bush, as it is laudatory for Obama. Any president, as soon as bin Laden was found, would have killed or captured him. It took however long it took to find him. That's no reflection on either Bush or Obama. As soon as the intelligence was developed and they had reasonable certainty he was in the compound he was taken out.
