Congress makes the Laws and creates and funds the agencies for oversight responsibilities.

Executive Branch agencies typically performs everyday oversight responsibility, with the capability of Congressional to overrule the Executive Branch by "defunding the agency". All part of checks and balances.

Some Federal Agencies report directly to Congress.

i.e.
FCC
EPA
CIA, etc.
