Are many of these lots owned by individuals who are not in the parking business in a big way, so haven't maximized revenue via technology &/or simple things like signage? (For example, I frequently see parking lots in Vancouver that I never knew existed until I accidentally happen upon them via driving down a back alley, if they had decent signs I'd probably have parked there many times.)

If many lots are owned by relatively unsophisticated people, I can see how they might not be priced properly. If they can turn a nice ROI on something like Expresso, it makes sense that they could do even better on undeveloped lots with good locations.
