As for mechanical detection and response (as you are using the terms), they are necessary but not sufficient qualities of consciousness. A tuning fork that is designed to vibrate at 440 kHz when struck is not conscious, it is merely exhibiting the physical properties that are inherent to the material. In addition the detection and response, things that are biologically alive are distinguished from non living matter by metabolism, growth and reproduction . There is debate whether all of those qualities can properly considered to be conscious. There seems to be much more to consciousness than just physical cause and effects.
