Dci Telecommunications Announces Launch Of Privilege
Card At Jacob Javits Center In New York

FAIRFIELD, Conn. Sept. 23 /PRNewswire/ -- DCI Telecommunications, Inc., of Fairfield, Connecticut, a public company (OTC Bulletin Board: DCTC), announced today that it will, in conjunction with its joint venture partner Telephonica International, officially launch the TDCI
Privilege Card at TeleCard World 96 New York from September 26 - September 28 at the Jacob Javits Center in New York City, New York.

The TDCI Privilege Card is a custom designed, value added card that allows the card holder to receive a "privilege" at any of over two-hundred participating merchants located in major cities
throughout the United States. The privilege the holder receives can be in the form of a discount on purchases, a free gift or any privilege determined by the participating merchant. The card also has a
prepaid phone feature which allows the holder to place long distance calls from anywhere in the world. United Airlines, as a corporate sponsor and as part of a pilot program, is using the Privilege
Card as a promotional item for passengers flying from Italy to the United States.

Telephonica International."

DCI's management team was invited to speak to a group of more than 130 investors in Dayton, Ohio on September 17th, to outline the Company's plans for the future. One of the things covered at this session was DCI's plan to expand the capabilities of the Privilege Card into a full featured debit card, providing the holder with additional features such as purchasing capability, Internet access and much more.

At the meeting, the Company also discussed its vision for strategic growth, the status of various business combinations and joint ventures that have either been entered into or are being contemplated, various financing scenarios, DCI's joint venture with Franklin Telecommunications
