If Keystone isn't built, then an all-Canada pipeline to the Pacific or Atlantic will happen. Economic imperatives will trump politics.......eventually. I predict the next civil war which shuts down oil production in Iran (or Nigeria or Venezuela or Mexico or.......) will result in a pipeline from Alberta to a coast being approved and built. After diddling for years, everyone will suddenly be saying, "We need this built yesterday."


The US State Dep't has a committee with invited large foundations as members. These foundation members donate millions of dollars to Canadian ngo's and first nations to fight pipelines to any coast, so it is clear that US foreign policy is to stop and prevent Canadian oil exported anywhere except the USA. I'm not sure how, but even with Canadian Federal Gov't approvals for pipelines, I am certain the USA will not allow Canada to export its oil or natural gas to anywhere except the USA.
