ISIS is like the French Partisan. The Resistance. Iraq invaded. Saddam army could not fight a power the caliber of the US going conventional.

They saw their head of state being paraded then hang. His statue demolished. It was too much humiliation for the remnants of the Iraqi army

They disbanded and went underground fighting guerrilla war to rid their country of the invader or at least give them a hard time.

As the government put by the US (like the Vichy government) started putting in place its own new army, they killed those in the recruiting lines.

As the US withdrawn they got together and took the weapons of the new army and started taking back their country.

As you can see heroes and demons as just a matter of perspective
