They are making some pretty big assumptions by putting off the impact for 5+ years. Some of the shifting might occur well before that, and the policy that takes hold might not wait a full 5 years either. Even at their estimate of a 7% decrease in earnings, that's quite meaningful over time.

Case in point: Apple saved ~$12,000,000,000 because of the tax loophole last year. Closing it isn't small potatoes.
