The first and foremost duty of the Government is to protect the well being of the citizens of the land. Stopping the freedom of travel rights of the few who choose to spend time in and working with patients of a highly communicable fatal disease is not so much as a regulation as it is an essential part of the duty of the government. You cant compare the regulation to own a certain gun or whether you can raise chickens on your city lot to a common sense decision that must be made to protect the lives of your citizens. To me stopping those travelers at the border is no different then not allowing a known ISIS collaborator to enter the country. The risk level must be taken into consideration.
