Once they finally get into some central organized cultural structure, a priestly monarchy replete with synhedrions that comes in later, then you start to get some kind of cobbled unified body appear. That would be around 500BC after the Persians do something with them and the Greeks gel it all for them with all those polis city state Temple templates.
