Only two weeks ago Sweden intercepted distress calls from a Russian submarine trapped on the bottom of the sea off Stockholm. Some analysts say this is the beginning of a 10,000 man Russian force based on the bottom of the sea.

Russia has a long history of basing troops on the sea bottom, beginning in 1968 with the K-27, a project 647 submarine. Most of these subs have apparently brought less air with them than required by a long-duration military base on the sea bottom, but the Russian press reports a recent invention by Vladimir Putin has solved that problem. twitter.com
