Uh, no. I said prop 13 was from the proto-teabaggers Jarvis and Gann, and also that it is considered the first shot of Raygun Revolution. I didn't say "Raygun's prop 13", but, rather Raygun and Prop 13. We had 8 years of Raygunomics to start with, and when we got away from it, his worshipers passed 13. To be fair to Raygun, the damage to the school system began with the election of the Blue Max as Supe. of Public Instruction in '62.
