Others have already noted that on a percentage basis this
seems to be a compelling value to businesses.

It would seem to me that the PBX's used in most businesses
with large calling costs could easily be programmed such
that this 21 number issue would be transparent to its users.

Anyone know for sure if the scheme being proposed by Qwest to get
access to its lines is compatible with current PBX capabilities?
Thanks in advance.
