It is legal to disable your own airbag if you physically do it yourself. It is not legal for a paid mechanic, service facility or dealer to it. I don't know about one individual, who is not a professional mechanic, doing it at no charge for another individual.

My car is a 97 Pontiac.

The information should be available in the factory service manual for the car. In my case, I bought the service manual, as I normally do when buying a new car (I tend to keep cars for a decade and mostly do my own service). The factory service manuals are typically about $100 (two phonebook size volumes in my case). In the Grand AM, disconnecting the passenger airbag is about as difficult as unplugging a table lamp, and takes about as long, no tools required (not even a screwdriver).

The Cougar, however, is not even a GM product, much less the same as my car, so I can't give you any advice.
