First, Clinton was able to balance the budget due to one thing...

The Dot Com boom.. Huge unplanned tax receipts from the Dot Com Capital Gains Taxes.

When the Bubble Popped.. So did the "balanced budget"

I personally paid the IRS about 3.5 million in 2000. Thank you Qualcomm.
