I've been hearing that for 6 months. What is it? Reminds me of Nixon's "secret plan to end the war". It can't be much; just priorities or something, like he did with the Dreamers... too much work, not enuf resources, so concentrate on others first, and Dreamers last.
He could go after employers as a first priority. That would shake up the R's. He can't change legal status for people; that's Congress.
