I'll let others talk about non-Apple devices, as I have no experience with them. As for Apple TV, it does what it does without any need for an Apple computer. One need only have WiFi set up and a fast Internet connection. I have 6Mbps DSL, and everything usually streams in high definition without interruption.

Setup is easy. One HDMI cable to the TV and a power cord. You'll need to create an Apple Account, but there are no associated monthly fees. The retail cost for the device is $99, but refurbished units carrying the same warranty are available for $75.

Netflix advertises $7.99 a month, but that is only standard definition. For HD, I believe the price is $8.99.

There is no reason that I'm aware of to pan Apple TV because one is using a Windows based computer. However, having a Macintosh computer does offer advantages, such as access to iTunes for one's music, movies and video collections.
