There has to be a compromise between everyone running whatever they want (the MIS nightmare) and everyone running what MIS want (the users nightmare). I've seen it go too far both ways, and the ideal is in-between. What Paul is saying is that MIS dictating everything makes their (often stressful) lives easier, but is not in the best interests of the user, or the company as a whole. NC's in my opinion are great for MIS types, but do limit the power of the user too much.

I have worked on both sides of this particular coin, btw.
