That's the way it's supposed to work but in practice however, Gould's fears were well founded and have been shown to be correct in many instances, for all the reasons he listed. All one needs to do is look at the current Man made global warming fiasco to see how science is susceptible to manipulation and outright fraud. Money, Pride, Prestige, Tenure, Social pressure, Publish or perish and Money, (did I mention Money?) are all powerful temptations to allow bias to either subtly or blatantly influence results. This is particularly problematic in the area of interpretation of results. That doesn't even begin to cover the difficulty of calibrating measurements based on wildly extrapolated and unproven assumptions.
