First, if we are going to quote someone, and only quote a small-hand picked portion of what was written. Then respond as if only the smaller portion of the entire statement was read. (i.e. hatchet job), we should re-read the entire statement.

First sentence.. Author established the "subject matter" of the statement "Individual Mandate" (noun), quoted to remove any doubt that this is what the subject matter is about. Not a word about the ACA here.

It, used in the above sentence twice is a impersonal pronoun. "it" clearly is used to refer or replace the previous noun. "Individual Mandate"

<The Republicans will simply say that are making changes to the law "officially" instead of the President making year by year determinations.. Which does not provide the voters and business any form of clarity and the ability to plan.<

Here the author is depending (perhaps incorrectly in this instance) that the reader has some knowledge of the subject matter.. (i.e.) Individual Mandate and it's association with the ACA. I apologize if I mistakenly assumed the members of this board were educated on this subject. I have seen this subject debated at length here, and assumed that the moderator would have been knowledgeable.

If the President has found the need to delay the implementation, then obviously he believes there are issues with the law that Congress passed. The Congress can now quickly pass a Bill to provide this clarity to the American Workers and Business. If Obama vetoes. Then he is effectively being an obstructionist. Hard for Obama to say the Republicans are trying to dismantle the ACA, when they are simply mimicking Obama's current policy.

And Obama's current policy regarding the "individual mandate" (subject matter) is... Delay implementation on a year by year basis. Now delayed until he is effectively out of office in 2016.
