The president can say, "I don't have enuf agents and judges to deport everybody, so concentrate on arresting and persecuting employers who are hiring illegal workers. You can prosecute them, too."

That could piss Congress off enuf that they might actually pass a bill, which prolly will make it legal to hire illegals, if you have earnings of over....
