This is close to an understanding. The flaw in this sentence is that it is too absolute. It would be accurate to say that MOST new characteristics are novel combinations of older successful characteristics. Sometimes there is a random change can provide a new modification to a characteristic which can then be combined with all the existing proven ones.

Once again, this is similar to selective breeding efforts. For example sometimes a cat will produce a mutated kitten with extra toes. These frequently become treasured pets because they are unusual (although they are generally rejected as show-cats). Extra toes turn out to be an advantage for a cat in the environment of being a pet.
