By the time species emerge onto land most all the genes necessary for the expression of those new forms would already have been present in the aquatic life. Certainly the transition to air-breathers would involve many new changes but the genesis & templates were already mostly in place.

The true titans of the story of evolution evolve first in the sea, from there the rest is natural selection, adaptation & descent with modification, even the dinosaurs. Dinosaurs were well adapted to survival, evolution could have gone another route, there is serendipty involved, earth was not a closed system.
