No, and I can't point out a period of time when there was such a rapid RISE in deficits, either. It was a sharp spike that, looking at economic history, you would expect to return to the prior level pretty quickly. Not over five or six years. (Historically, recessions that are sharp drops are following by quick recoveries. That didn't happen here because of incompetent fiscal policy).
