What is the efficacy of Colloidal Silver (in quantities that don't turn us blue) as an anti-viral/bacterial agent?

Supposedly, according to this article, Sierra Leone, may be using it to fight Ebola..

Not something I think I would want to take on a daily basis, but in the face of a virus/bacteria that is resistant to vaccines/antibiotics, is it a potential "silver bullet"?
