Cobble scripture fast, fabricate prophecy to centralize power & authority to dictate the ritual worshiping. Create fictional patriarchs to support all laws they created to control one massive money genrating altar/temple & all offerings are ordered to come there. A pay-per-blessing- sacrifice tax model that worked as good as -pay-per-view does today, creating captive audiences with assured revenues for priests & kings. It was an old tried & true model by the time the Hebrews learn to imitate & jump into it finally, the Egyptians set the gold standard for this priest/king template, which most imitated all thru the fertile crescent & Babylon. Insert Darwin models of tribal unity & a psychological glue/cohesiveness , a way also to attempt to enslave or subjugate surrounding tribes , just say the word "GOD" and you're home free. ( as we all note, the ISIL fanatics are pretty cohesive too)
