Sex produces new genes?

You probably need to read a biology book if you actually want to understand.

Most bacteria species engage in a form of sex called conjugation. Since they only have one cell the sex and reproduction take place at different times as there is no specialized cell.

There are bacteria, the cyanobacteria which do not seem to engage in sex (about 1 in 10 generations experience conjugation) and as expected they appear to change very slowly in the last 4 billion years.

When two single strands of DNA recombine to create a double-helix there are changes in the order of genes, the spacing between genes, and in the actual genes.

As you have at least partially grasped, often these changes are not as "good" as the parental genes and many of these sex encounters do not result in a pregnancy. Even when they do a significant percentage result in the fetus being expelled before it is viable. Natural selection relentlessly results in the pregnancies that do advance being of genes and gene changes that are have the mistakes removed. After the birth there is another lifetime of tests in which a poor outcome results in death without children.
