What do you define torture as, Taro? It is generally defined as causing pain and/or suffering, physical, mental or both. Besides, why should anyone want to inflict pain or suffering? I mean those who don't get off on that. It isn't effective in interrogations, that has been proven many times. It usually isn't all that effective in causing behavior modifications. Although it can turn people into implacable enemies. Not sure why one would desire that, but...
