Actually, the way that grand jury was handled was very different than the way they usually are handled. So our system generally operates differently.

Police officers are trained to shoot to kill and until they can reasonably believe the threat is eliminated. The number of shots required is simply not a material factor. If it is one or ten just doesn't make any difference.

If he was running away, what threat did he present?

Yeah, that's just not clear at all. For example, one of the witnesses for whom I did read the testimony indicated he had his hands up but put in the context of trying to figure out where he had been shot. I don't think the PBS summary really conveys the detail that the grand jury had to work with.

Fine. One of the witnesses. One of the witnesses who said that he didn't raise his hands later admitted she had made some of her testimony up. As it turns out, she may have not been on the scene at all. She apparently has a bipolar disorder and would not be a particularly good choice for an eye witness. Having had some personal experience with a person who is bipolar type II I can vouch that sometimes what they remember and what actually happened can be two wildly different things.

Remember that the prosecutor is president of an organization which raised almost half a million dollars for Wilson.
