Scaling in/dollar cost averaging is probably the best approach for most people -- esp. if not comfortable/confident in their TA skills, etc. Even with my comfort level, I rarely buy an entire position all at once even in oilpatch... and I will likely divide my adds to SDRL and adding new position in ESV into 2-3 or more purchases based on TA work/data, but I don't feel like I have to get absolute bottom, just close to it -- conversely when I sell a speculative position, I don't even think about selling at absolute tops, just close to them... and often, even when selling a spec holding purely for cap gains, many times I'll sell in 2-3 chunks -- though I am much more inclined to sell all of a position when I decide to sell a speculative holding than I am to buy one all at once.
