Exactly how is Europe supposed to reduce oil consumption from some 13 million bpd to 4 million by 2030? I don't believe that projection for a moment. They already have fuel-efficient cars and very high gas taxes, so they will have a much harder time reducing further than would the US.

This graph shows energy usage - you can see the oil is pretty much all for transport:
